In developing this final rule, OSHA has focused on requiring employers to provide construction employees with a positive method of protection against fall hazards wherever possible. At the same time, the Agency has taken steps to allow alternatives to traditional, conventional fall protection methods in situations where conventional methods can be shown to be inappropriate or unreasonable. Some of the alternative methods prescribed in revised subpart M represent innovations which are necessary to deal with unique workplace conditions. The record of this rulemaking indicates that these methods have not been used long enough or widely enough to enable the Agency to determine just how effective they will be throughout the construction industry. |

So what does this mean? In short it means if there are other means available to clean your building safety you should not use chairs or ropes. You can decide to allow chairs or ropes to be used, but if there is an accident OSHA will ask why a man lift, ladder or water fed pole were not used? In some cases these tools can not be used and this is where using a Bosin Chair is acceptable. But in today's day and age, there are many ways a window cleaner can access your glass safely.
We are not trying to scare you. Only inform you. If you wish to take the risk of hiring a "Chair Specialist" then by all means do so. But remember the risks you will be taking in most cases will be with someone's life. Every year window cleaners die from falling. Make sure you hire a company that is fully trained, insured and knowledgeable in fall arrest systems.
